Abstract
At present, science-technology innovation has become our national and all regions' hot research topic. Regional scientific-technological innovation performance is a major source of reflecting the region configuration and operation capacity of scientific and technological resources. The level of innovation performance, either directly or indirectly affects the region's overall performance of S&T system, but also further enhances the foundation of the capacity of regional scientific-technological innovation. Since reform and opening up, Liaoning scientific and technological undertakings have developed rapidly. The reform of science and technology system has been gradually deepened and the combination of science and technology has become increasingly close. The scientific and technological base has been continually tamped and also with the further optimization of scientific and technical contingent, a substantial increase in investment in science and technology, a further consolidation of enterprises’ dominant position in technological innovation. The scientific and technological strength has been significantly enhanced. With an abundant appearance of the scientific research achievements and a rapid development of technology industries, thus the scientific and technological undertakings of Liaoning have a sustained and rapid development to provide a powerful support for comprehensive revival of old industrial base. However, judging from the survey of scientific-technological input and output data of Liaoning, it has a certain difference compared with others such as Beijing, Shanghai, Tianjin and other provinces.
The paper first briefly introduced the basic situation of scientific-technological innovation at home and abroad for research and development, and then by the survey data of scientific-technological innovation of Liaoning, mainly the collation and calculation of S&T input indexes including human resources, S&T funds in the local budgets, enterprises investment in S&T innovation, as well as high-tech products, patent applications, published papers and technical market transactions and other S&T output indicators. Then with the analyses of the S&T innovation system and resource allocation, the paper summed up the existent issues of Liaoning Province’ scientific-technological innovation. Finally, from the viewpoint of government and enterprises, it proposed countermeasures to enhance the capacity of Liaoning S&T innovation. I believe the future of science and technology in Liaoning will be able to open up new horizons for the comprehensive revitalization of old industrial bases loaded strong engine.
