摘   要
     改革開放以來，隨著我國經濟、政治體制改革的逐步推進，社會自主性空間的擴大，公民社會得到了快速發展。這不僅促進國家與社會的分離，加速我國社會主義民主政治的發展進程，成為公民個體的“保護傘”，同時也制約著國家權力的行使。在國家政治生活中扮演越來越重要的角色。本文試著就公民社會在塑造一個受控制的公共權力方面，從三個方面展開討論。
第一部分研究“公民社會”概念溯源。通過對公民社會概念的考察，分析古希臘時代以來公民社會概念的演進，全面認識公民社會的社會經濟、政治功能。
第二部分論述公民社會與憲政的關系。憲政是現代政治發展的基本目標，公民社會作為實現憲政的社會基礎，以現實和保障公民權利為根本目標。是我國改革開放以后發展起來的重要社會力量，是社會經濟、政治發展的產物。
第三部分分析公民社會建設的基本方向。公民社會生成后，可以成為個我國社會主義民主政治、憲政建設的重要力量，但公民社會并非是其充要條件。因而如何引導公民社會的發展，使其服務于我國憲政建設正是需要具體研究的問題。

Discusses constitutional government significance which our country civil society constructs
Abstract
    Since reform and opening up, as China's economy and political reform gradually push forward,space of social autonomy expands , civil society has been rapid developing .Not only the promotion country and society's separation, accelerates our country socialist democratic politics the development process, becomes the citizen individual “the protective umbrella”, simultaneously is also restricting state power exertion.and plays an increasingly important role in political life for the country .In this paper, a civil society in shaping the public power under control, started on three aspects.
    The first part is on the concept of civil society and traceability.Through the civil society concept of the study,  evolute the concept of civil society since Old Greece Time, then recognize the basic functions of civil society in the socio-economic and political life .
    The second part of civil society discusses with the constitutional relationship.Constitutional development is the goal of modern politics, The civil society achievement realizes the constitutional government social basis, Civil society aims to achieve and safeguard citizens basic rights to the ultimate goal, is important social strength which our country reform and open policy later develops, is our country social economy, the political development product.
    The third part studies the basic direction of the building of civil society. After the formation of civil society,it can become China's socialist democratic politics, the constitutional construction of a major force. But civil society is not necessary and sufficient condition for it, How to guide the development of civil society so as to serve our country is our constitutional construction to further explore the issue.
