摘   要

    隨著城市化進(jìn)程的演進(jìn)，農(nóng)民工已經(jīng)成為新興的產(chǎn)業(yè)工人群體，給予農(nóng)民工平等的工人身份，讓其享受均等的政治參與權(quán)已是我國政治發(fā)展的必然趨勢(shì)，然而在中國二元社會(huì)結(jié)構(gòu)導(dǎo)致的城鄉(xiāng)居民長(zhǎng)期隔閡的背景下，由于制度缺陷、政策失當(dāng)和農(nóng)民工自身素質(zhì)等因素的交集，農(nóng)民工的政治參與長(zhǎng)期處于邊緣化困境。政治參與是農(nóng)民工行使當(dāng)家作主民主權(quán)利的重要途徑之一，是維護(hù)其各項(xiàng)權(quán)益的重要保障。由于農(nóng)民工身份的特殊性以及制度的缺失等原因，導(dǎo)致了當(dāng)前農(nóng)民工政治參與陷入制度化參與虛置與非制度化參與激增的困境中；這一方面加大了社會(huì)的交易費(fèi)用，降低了社會(huì)運(yùn)行效能，另一方面,侵蝕著政府的合法性基礎(chǔ),影響和諧社會(huì)的建設(shè)；在研究的基礎(chǔ)上，從制度理論創(chuàng)新的視角，提出應(yīng)進(jìn)一步促進(jìn)和完善農(nóng)民工制度化政治參與生長(zhǎng)的物質(zhì)、制度、組織、社會(huì)及農(nóng)民工內(nèi)生能力等方面的制度創(chuàng)新。

A Theoretical Study on the Political Participation
 of Migrant Workers 
                     
Abstract
With the evolution of the process of urbanization, migrant workers have become the emerging industrial working groups, to give them equal status of workers and enjoy the right to equal participation in political affairs of our country's political development is an inevitable trend.But under the background of the long estranged relations between urban and rural residents,which was caused by dual structure in China, the political participation of migrant workers has long been in a marginalized plight because of such factors as system defect,improper policy and migrant workers' own quality.Political participation is the migrant workers exercise their democratic rights one of the important ways, is to safeguard its rights and interests of an important guarantee. As the special status of migrant workers and the system deficiencies and other reasons,caused the political participation of ruralmigrants has fell into in a difficult position in which the institutional participation is set invain and the non-institutional participation is increasing sharply at present. On the one hand, this increases the transaction cost in the society and reduces the efficiency of the social operation and on the other hand, this erodes the valid foundation of the government and influences the construction of the harmonious society. Therefore, from the angle of the theoretical innovation of the system, this article puts foreword the system innovation such as the material conditions, system, organization, society, in-born ability of ruralmigrants and so on, in order to propel the growth of institutional political participation of ruralmigrants.
