摘要：我國國家與社會關(guān)系具有國家權(quán)力對社會進行滲透與控制的特點，使得作為社會利益的代表的非營利組織不得不以依靠政府以獲得政治合法性，從而處于“半官半民”的尷尬地位，使我國非營利組織在這種合作關(guān)系中缺乏獨立性從而無法使兩者建立真正的合作關(guān)系。我國非營利組織在與政府的關(guān)系中處于從屬地位，其自身的性質(zhì)、使命，公共管理的社會化以及非營利組織作為推動行政體制改革和政府職能轉(zhuǎn)變的一種體制外力量，要求重新界定我國非營利組織與政府的關(guān)系，在二者關(guān)系中建立更多的競爭關(guān)系，形成競爭中合作，合作中競爭的新型關(guān)系。為構(gòu)建這種新型關(guān)系，可以采取政治社會化培育市民社會、政府支持包括政府觀念和職能的雙重轉(zhuǎn)變、通過市場化運作加強自身建設(shè)以及法制建設(shè)等措施。

 [Abstract]: Our country and social relations bare the characteristics of the country’s authority permeating and controlling the society , thus the nonprofit organizations, which represent the interest of the society have no choice but to depend on the government for political legitimacy , thereby they are put into a situation of "half government official pretty passes of half people ", making nonprofit organizations in our country fail to establish substantial partnership between the two of them due to the lack of independence in this kind of partnership. Nonprofit organizations in our country are subordinate to the government. As a power outside the mechanism, which promotes the reform of administrative system, as well as the transformation of the governmental functions, its own characteristics, missions, the socialization of public administration demand that the relationship between the government and nonprofit organizations be redefined, more competitive relationship be built between the two and the new model of relationship, in which cooperation and competition are intertwined, be formed. To establish this new type of relationship, the government should boost their development and strengthen the construction of the legal system by nurturing the citizens socially and politically, applying the governmental support, which incorporates the double shifts of governmental concept as well as the governmental functions, and also by market-oriented operation.
