摘 要
隨著社會信息化的發展，社會上很多事務的管理也跟著相應發生了根本的變化，科研項目申報管理也跟著發生了變化，以前的管理是一種各地信息分散然后再集中到中央，信息的傳送途徑是通過簡單人工傳送，這樣使辦事效率低。此外，各個分散機構的項目申報在辦理后不能及時集中到中央數據中心，不利于管理層的信息統計與決策。基于以上現狀，采用先進的信息化管理系統可以解決這些問題。這樣就方便了管理層的統一管理和決策，同時提供了工作效率。本系統用于對轄區內單位科研項目申報立項流程的管理，傳統模式的管理花費很多的精力，采用信息新技術優化管理手段，強化申報流程，加強項目監管，提高工作效率。各模塊對應的功能不同：個人申報模塊提供的是面向個人的項目申報與管理功能；推薦單位模塊提供的是管理個人申報項目與向衛生廳推薦合適項目的功能；管理中心模塊提供的是對各推薦單位推薦上來的項目進行管理并分配專家進行評審，最后根據評審專家對該項目的意見與打分，決定是否對該項目進行立項的功能；評審專家模塊提供專家對分配到的項目進行打分與提供專家意見的功能。
