摘 要
隨著社會信息化的發展，社會上很多事務的管理也跟著相應發生了根本的變化，府采購行為、優化財政支出管理，各級政府紛紛以立法形式推行政府采購制度的實施，使采購的方式、程序和采購合同的履行等市場行為得以規范。同時，隨著“政府上網工程”的進一步深入，政府部門相繼在網上建立站點，并提供信息共享和便民服務的應用項目。　工欲善其事必先利其器。采購一套專門處理政府物資采購的網絡辦公系統———政府采購管理信息系統，可謂恰逢其時。　應用政府采購管理系統以后，一方面通過交互式動態網站建立了便民服務的窗口，不僅能及時發布各種信息，還允許供應商進行網上登記和注冊。另一方面，無紙的“綠色辦公” 得以實現，部門辦公效率明顯提高，同時由于采用“公平、公正、公開”的電子招投標，使更多供應商參與競爭，大大降低了采購成本。在將來, 政府采購管理信息系統將得到全面系統的應用，實現了包括公開招標、邀請招標、競爭性談判、詢價以及定點采購等方式在內的各種采購方式流程的處理，全面滿足政府業務需要。　同時，系統對網上發布公開招標公告、供應商在線注冊和網上競價等功能的支持也對當前新興的政府網絡采購提供了一個完善而系統的借鑒。
